To achieve this goal, Yen Bai will prioritize the allocation of resources to support SMEs—particularly those engaged in innovative startups—while enhancing their competitiveness in value chains, facilitating digital and green transformation, and promoting the development of new business models. The province also aims to accelerate the application of technology, innovation, and digital transformation across the SME sector.
Departments, agencies, local authorities, and units have been urged to uphold a strong sense of responsibility, placing citizens and enterprises at the center of all actions. They are expected to proactively support and accompany businesses in overcoming difficulties, embracing the guiding principle: "Do not say no, do not make things difficult, do not promise without action,†and "Do not criminalize economic and civil relations.†The implementation process will be marked by a high level of determination, significant effort, and decisive action, with clearly defined responsibilities, authorities, deadlines, and expected outcomes.
Yen Bai will continue to rigorously and effectively implement the tasks and solutions outlined in resolutions issued by the Party Central Committee, the Politburo, the National Assembly, and the Government, as well as relevant provincial directives. These include completing policies and legal frameworks, reforming administrative procedures, and creating a fair and favorable investment and business environment for SMEs. The goal is to remove barriers and difficulties, enabling the mobilization of maximum resources from SMEs to contribute to economic growth and development.
The province will also review and propose to competent authorities the maximal simplification of administrative procedures, aiming to reduce processing time by at least 30%, cut compliance costs by no less than 30%, and eliminate at least 30% of unnecessary business conditions, according to assigned functions and responsibilities.
Key efforts will be directed toward administrative reform, expediting investment procedures, and resolving obstacles faced by businesses and projects. In addition, Yen Bai will focus on the effective implementation of the provincial planning and related development strategies, and proactively propose solutions for the growth of new industries, such as semiconductors and microchips, thereby supporting and guiding SME activities.
Efficient implementation of human resource training programs for SMEs will also be prioritized, with a focus on improving workers’ qualifications and skills, providing specialized business management training, tailoring programs to real business needs, and expanding online training offerings.
Yen Bai will support the upgrading of SMEs to meet standards for integration into value chains with larger domestic and foreign-invested enterprises. Efforts will also be strengthened in trade promotion, e-commerce development, logistics services expansion, and international service integration—ultimately boosting export market access for local enterprises.
