From Aspiration to Reality

Under the comprehensive and close leadership of the local Party committees and authorities, Tran Yen District has considered cultural development an integral part of the new rural development agenda. "We integrate the cultural development movement into patriotic emulation campaigns and socio-economic development initiatives; at the same time, we implement grassroots democracy effectively, incorporating cultural content into village, residential group, and club meetings,” said Pham Huy Mai, Head of the District Department of Culture, Science, and Information.

As a result, models of cultural families, cultural residential areas, and cultural institutions have continuously spread, deeply influencing people’s ways of thinking and behavior. In the warm atmosphere of the National Great Unity Day, certificates of "Cultural Family” are proudly handed out—not merely as a title but as a living testament to a lifestyle rich in neighborly affection.

In An Phu Hamlet, Y Can Commune, one can easily feel the spirit of civility, harmony, and vitality. Head of An Phu Hamlet, Me Thi Ngo, enthusiastically shared: "People here are always united in preserving and promoting our ethnic cultural identity, building a rich and wholesome spiritual life. As a result, over 94% of households have achieved the title of cultural family, and over 89% are recognized as happy families.”

Every home here serves not only as a living space but also as a haven for tradition, where songs and dances echo and where cultural gatherings become opportunities for the younger generation to connect with the precious folk knowledge of their ancestors. On this same path, Hamlet 1 of Hoa Cuong Commune has transformed from a particularly disadvantaged area into a model new rural hamlet.

Hamlet head Ha Van Toan proudly stated: "Residents have not only built prosperous lives but also take pride in preserving their traditional culture. Sinh ca songs and folk games have been incorporated into community activities, enriching the spiritual lives of our people.”

Furthermore, Tran Yen District has placed strong emphasis on investment in cultural infrastructure. By the end of 2024, all 188 hamlets, villages, and residential groups had cultural houses and sports grounds; 100% of communes and townships had standardized venues for cultural, artistic, and sports activities; and each community maintained at least one active cultural or sports club.

Village cultural houses are no longer just meeting venues; they have become the "heart” of every residential community—places where the elderly share stories with the young, where book readings and cultural activities ignite a love for the homeland, and where laughter reinforces communal bonds.

Additionally, 188 cultural bookcases installed across hamlets and villages have become familiar destinations for residents, particularly youth, to access information, enrich their knowledge, and nurture their souls. The aspiration to build a "Happy Tran Yen” is no longer confined to resolutions but is being realized step by step through concrete data. In 2024, the district’s happiness index reached 70.86%; 94% of households were recognized as cultural families; 74% of villages and residential groups were acknowledged as cultural communities; and 30% of communes and townships achieved the title of "Happy Commune.”

The movements to establish "Happy Schools,” "Happy Classrooms,” and "Dedicated Doctors—Happy Hospitals” have been robustly implemented, aligning public service quality with citizens’ satisfaction and gradually improving living standards, fostering trust in a serving, democratic, and people-centric government. By the end of 2025, Tran Yen aims for over 95% of households to be recognized as cultural families, over 90% as happy families, and for the district’s happiness index to reach 71%—not just as targets, but as strong commitments by the entire political system to deliver truly prosperous and joyful lives to the people.

Tran Yen District is steadily realizing its aspiration to develop in a "Green, Harmonious, Culturally Distinct, and Happy” direction—a long journey filled with hope, where the flame of culture has taken root in every home and village and continues to burn brightly.
