A Humanitarian Initiative

Ms. Tran Thi Bich Thuc, a resident of Group 5, Nguyen Thai Hoc Ward, Yen Bai City, was one of the Project’s beneficiaries. She shared: "Due to the impacts of Storm No. 3, my house was flooded with water reaching 1.4 meters, damaging all of our belongings. Thanks to the support of the provincial Red Cross and local authorities, our family received VND 3 million, which helped us alleviate some of the difficulties we faced.”

The implementation of the Project in the locality holds great significance, not only providing immediate relief but also demonstrating care and encouragement to help affected residents recover and rebuild.

According to Ms. Nguyen Thuy Chinh, Vice Chairwoman of the People's Committee of Nguyen Thai Hoc Ward: "Over 2,000 households in the ward were affected by Storm No. 3. The area benefitted from the Project through three levels of financial assistance: VND 1 million for single-member households, VND 2 million for two-member households, and VND 3 million for households with three or more members. Beneficiaries were selected based on transparent, fair, and democratic criteria with broad community consensus. We prioritized five residential groups with the highest levels of impact, resulting in cash assistance provided to 336 eligible households with a total fund of VND 760 million.”

In addition to cash assistance, the Project also implemented a communication program on clean water, sanitation, and disease prevention in emergency situations. This was conducted for students of the Primary and Secondary School in Dai Dong Commune, Yen Binh District, contributing to improved awareness and behavioral change among students and the broader community.

The Project was implemented from December 2024 to March 2025 across five localities: Dong Tam and Nguyen Thai Hoc Wards in Yen Bai City; Tan Dong and Hoa Cuong Communes in Tran Yen District; and Dai Dong Commune in Yen Binh District. As the implementing agency, the Yen Bai Provincial Red Cross Society developed a detailed plan, assigned staff to participate directly, disseminated Project-related content, and organized training on beneficiary selection procedures for local Red Cross staff.

The Society also collaborated closely with the People’s Committees of Yen Bai City and the districts of Yen Binh and Tran Yen, as well as the relevant communes and wards, to ensure the Project’s timely and effective implementation.

Ms. Ha Thi Ngoan, Chairwoman of the Provincial Red Cross Society and Director of the Project, stated: "The Project disbursed cash to 1,113 households in accordance with the three prescribed levels of support. In addition to financial assistance, the Project also delivered health and hygiene awareness programs to hundreds of students. In the coming period, we will evaluate the Project’s outcomes and submit proposals to the national Red Cross for subsequent recovery and reconstruction support, identifying urgent post-disaster needs to further assist affected communities.”

Though brief in duration, the Emergency International Aid Project provided practical and timely support to residents in disaster-affected areas. It reflects a profound humanitarian spirit and emphasizes community solidarity and care for vulnerable populations in Yen Bai Province.
